Hammonds Plains-Lucasville​

Rick Burns is the Progressive Conservative MLA for Hammonds Plains-Lucasville, representing the community in the provincial legislature. With deep roots in the area and a strong commitment to public service, Rick ensures that residents have a voice at the government table where decisions are made.

“As a longtime resident of Hammonds Plains-Lucasville, I understand the challenges our community faces,
from infrastructure to emergency preparedness,” says Burns. “I am here to make sure our voices are heard and our needs are prioritized in government. Our community deserves leadership that takes action and delivers real results.”

Rick brings a wealth of broad national corporate experience, with a strong focus on project management across diverse sectors. His expertise spans IT for Federal Law Enforcement and Intelligence, retail  pharmacy, insurance, oil and gas, web development, enterprise-level data management, and telecommunications.
This extensive background equips him with a unique perspective and a proven ability to navigate complex systems, deliver results, and address the varied needs of the community.

Born and raised in Nova Scotia, Rick is a devoted husband and father of two. He obtained his Bachelor of Computer Science at Dalhousie University and has a wealth of volunteer leadership experience within the
Hammonds Plains-Lucasville community. As a longtime Board member of the White Hills Residents Association and a founding member of the Tantallon Wildfire Life Safety Coalition (TWLSC), Rick has been a strong advocate for local change and collaboration with government officials.

He also serves as Chair of the Hammonds Plains Remembrance Day Ceremony at Uplands Park, the largest non-legion-run ceremony in Nova Scotia. Rick previously revitalized the local Legion’s website and is a member of the Cape Breton Charitable Association of Halifax, where he promotes Celtic culture. Additionally, he has coached various Hammonds Plains A’s baseball teams.

As MLA, Rick is focused on improving local services, advocating for egress solutions, and ensuring that Hammonds Plains-Lucasville residents are represented at the decision-making table for critical infrastructure projects.
